Higgins is the Moderator and, according to the nominator, “the inspiration behind the group, which provides opportunities for new businesses in Barbour County to network with other businesses, offering a great opportunity for all businesses to take advantage of.” Presenting the award is Chamber President attorney Hunter Mullens.
